Oversees and ensures the effective and efficient day to day delivery of Oxford County’s Human Services’ Housing Portfolio in an integrated work environment with a focus on access to system navigation, housing, rent supplement, housing allowances and financial assistance programs within the standards, allocations and mandates of all pertinent legislation, policies, and procedures.

POSITION SUMMARY:
Oversees and ensures the effective and efficient day to day delivery of Oxford County’s Human Services’ Housing Portfolio in an integrated work environment with a focus on access to system navigation, housing, rent supplement, housing allowances and financial assistance programs within the standards, allocations and mandates of all pertinent legislation, policies, and procedures.
KEY ACOUNTABILITIES:
Provides supervision and oversees the following services:
- Direct supervisory responsibilities, including performance and attendance management, coaching, employee and/or labour relations, mentoring and professional development of unionized staff in collaboration with senior management.
- Provides leadership in assisting in the development, review and promotion of an integrated philosophy, objectives, policies, and procedures in compliance with various Acts for the delivery of Ontario Works, Community Housing, and Family & Children’s Services with leadership team.
- Actively participates as a member of the Extended Management Team, working to support a department strategy and vision that is supportive and complementary to the County’s Strategic Plan, Future Oxford Community Sustainability Plan, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission, and values.
- Provides departmental consultation on program eligibility, housing-related projects, Service Delivery Model Business Processes, County’s Central Waitlist (Rent Café), Internal RGI Calculation Tool, Great Plains, and various other computer applications.
- Contributes on policy, business processes and procedures development to ensure housing provider compliance with applicable federal/provincial legislation, Service Agreements, regional policies, local by-laws, and standards.
- Plans and organizes operational reviews of housing provider operations, including annual reviews of contracted rent geared-to-income calculation services with Corporate Services.
- Participates in the business plan and budget by forecasting and monitoring operations within the approved annual budget, including 10-year Housing Plan.
- As directed by the Manager of Human Services:
- Administers funding and service agreements with local housing providers.
- Oversees the County’s By Name List and Coordinated Access System and homelessness related supports. Collaborates with external stakeholders on the delivery of emergency shelter services and service level targets.
- Assists in development, implementation and audits of departmental policies and procedures.
- Liaises with family members, staff, internal and external stakeholders, Provincial Ministries, and community organizations.
- Receive and attempt to resolve housing related issues, complaints, concerns, and questions in a timely and responsive manner including follow-up activities. Refers and escalates to the Manager or Director as necessary.
- Prepares reports, briefing notes, policies, and related correspondence, including for Council, and delivers presentations for internal and external stakeholders as required.
- Represent the department on internal, community and external committees, working groups, meetings, etc. as required, including housing provider board meetings.
- Understanding of role specific health and safety responsibilities, and ensures compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act.
- Ensures compliance in accordance with the Collective Agreement and provides input into labour negotiations.
- May be required to act as a back-up for the Manager of Human Services in their absence.

QUALIFICATIONS FOR SUCCESS:
- Post-secondary education in Social Sciences, Planning, Business Administration, Property Management, or related discipline.
- An equivalent combination of education and experience may be considered. Relevant supervisory experience required.
- Knowledge of building maintenance systems, property management operations and not for profit board governance. • Demonstrated experience planning, organizing, and implementing Ministryfunded programs.
- Knowledge of relevant legislation, statutes and regulations related to Ontario Works Act, Child Care, Early Years Act, Housing Services Act, Residential Tenancies Act, Ontario Corporations and Cooperative Corporations Acts, Ontario Building & Fire Codes, Occupational Health and Safety Act, and general knowledge of legislation for other Human Services program areas.
- Ability to demonstrate the required core and leadership competencies for this position in alignment with Oxford County’s competency framework.
- Demonstrated ability to communicate and collaborate with internal and external partners to deliver programs, services, goals/objectives, and outcomes.
- Demonstrated ability to foster teamwork, lead and empower teams and guide effective project development, delivery, and evaluation.
- Proven organizational and interpersonal skills with the ability to deal effectively with sensitive and confidential information.
- Demonstrated analytical skills with a focus on interpreting legislation, policies/procedures and developing/implementing effective responses and solutions.
