SKILLED LABOURER (ENVIRO DEPOT) – PUBLIC WORKS


Reporting to: Public Works Supervisor
Department: Public Works
Classification: PERMANENT Full Time; Unionized
Salary Range: $29.57/hour as per Schedule “A”
Hours of Work: Hours of work will be assigned and may include evenings and Saturdays
Starting Date: June, 2024

Duties and Responsibilities:
Performs various manual labour duties such as, but not limited to:

  1.  
    1.   Works on the asphalt crew:
      • Sets up traffic control,
      • Assists in performing crack sealing activities,
      • Shovels and rakes asphalt,
      • Operates asphalt roller, paver, tack coat sprayer and mini recycler,
      • Sweeps up loose asphalt,
      • Operates self-propelled road saw.
    2. Works on the concrete crew:
      • Sets up traffic control measures,
      • Follows safe excavation practices for the removal of existing concrete,
      • Constructs and installs wooden concrete forms,
      • Shovels gravel, places and finishes concrete,
      • Operates a self-propelled road saw.
    3. Assists Vactor Truck Operator with routine flushing and cleaning catch basins.
    4. Works on the sewer crew:
      • Performs sewer repairs to sanitary and storm sewer systems,
      • Follows safe excavation practices,
      • Sets up traffic control measures,
      • Sets pipes to grade and backfill trenches using proper construction techniques.
    5. Repairs manholes and catch basins:
      • Enters manholes using safety equipment and following confined space entry procedure,
      • Follows safe excavation practices,
      • Sets frames and grates to grade,
      • Sets up traffic control measures.
    6. Clears debris from roadways:
      • Operates a woodchipper,
      • Operates a chain saw.
    7. Operates a trackless with various attachments such as: leaf loader, snow blower, sidewalk plow, boom flail mower, front flail mower, salter, and sweeper.
    8. Operates the tow motor.
    9. Drives a single axle or tandem axle dump truck to haul materials to various job sites.
    10. Applies cold patch to roads needing repairs and reports work completed to the Supervisor.
    11. Performs winter control duties, such as but not inclusive of:
      • Shovels snow from City properties and walkways.
      • Operates snowplow/underbody plow on a route while following standard operating procedures,
      • Operates a salt truck on a route while following standard operating procedures,
      • Operates a trackless on a route.
    12. Works at the Bulk Item and HHW Depot:
      • Assists and directs members of the public to the appropriate locations for waste disposal,
      • Answers questions related to waste management,
      • Safely handles and prepares Household Hazardous Waste for safe storage and shipping,
      • Keeps the site clean and maintained.
    13. Oversees/supervises the work of contract recyclers on a recycling route.
    14. Performs traffic maintenance duties:
      • Sets up traffic control measures,
      • Fixes or replaces traffic signs,
      • Paints pavement markings.
    15. Performs other duties as required, such as, but not inclusive of:
      • Acts as a mechanics helper,
      • Paints and cleans equipment,
      • Washing, fueling and general equipment maintenance,
      • Perform annual sewer inspections,
      • Perform annual sign inspections.
    16. Works under close supervision.

Qualifications

  • Grade 10 or equivalent and/or relevant experience will be considered.
  • Valid Class “DZ” Driver’s License and good driving history.
  • Standard First Aid/CPR certification.
  • Experience operating a wide variety of heavy equipment is an asset.
  • Training with MTO Book 7 for Temporary Conditions, and proven knowledge of the Occupational Health and Safety Act and other applicable legislation is an asset.

Working Conditions

  • Subject to working in all weather conditions. 
  • Works in dirty conditions and is required to do heavy lifting.
  • Subject to shift work and overtime as required.
