Job Description
Position Overview:
Under the direction of the CEO, this position will direct and oversee the planning, implementation, and evaluation of various programs, including a Childcare Program funded by Oxford County, an Employment Program funded by Employment Ontario, and a Social Enterprise funded by the Ministry of Children, Community and Social Services (MCCSS). The Director will also have comprehensive oversight of all areas of the organization related to human resources, finance, repairs, and maintenance, ensuring that all operations align with organizational goals and regulatory requirements while fostering a supportive community environment. The incumbent will lead and ensure effective processes related to policy development, financial management, and employee development and management.
As a member of the Senior Management Team and in partnership and collaboration with the CEO, they will identify and develop long-term strategic priorities, agency practices, and programs for the organization, especially as it relates to the agency’s operations.
The incumbent will have the authority to make decisions in all areas of department/program operations. They will be responsible for identifying and leading short and long-term strategic direction, priorities, and plans for the department/program. They will ensure the ongoing alignment of Departmental goals and the direction and priorities of the organization.
This key leadership role will report directly to the CEO.
Key Responsibilities:
- Leadership and Strategic Oversight:
- Report directly to the CEO, contributing to the creation and execution of organizational strategy.
- Lead the operations team in the development and implementation of operational policies and procedures.
- Analyzing community and sector needs through research and data analysis.
- Coordinating cross-functional projects and activities within the organization and any significant new initiatives or organizational growth in service offerings, grant proposals and supporting new initiatives or organizational growth in service programs, physical facilities, and contracted services.
- Participating in the effective delivery of services and the efficient administration of the organization as a whole.
- Maintaining a high level of knowledge of applicable legislation, government policy and direction, as well as initiatives and changes which may affect the organizations services and operations.
- Acting as a liaison in all legal matters.
- Leading the development of a Corporate Services operational plan.
- Overseeing the organization of strategic planning.
- Childcare Program Management:
- Manage the Supervision of Tillsonburg Children's Centre.
- Oversee the childcare program following the Canada-Wide Early Learning and Child Care (CWELCC) system requirements.
- Ensure compliance with all local, provincial, and federal regulations; enhance program quality and accessibility.
- Manage relationships with Oxford County and other stakeholders to secure funding and support for childcare initiatives.
- Employment Program Oversight:
- Manage the Supervision of the Employment Program funded by Employment Ontario, ensuring effective service delivery and alignment with the London Regional Employment Services.
- Foster partnerships with businesses and organizations to enhance employment opportunities for community members.
- Social Enterprise Management:
- Oversee the development and operations of the Social Enterprise funded by MCCSS, promoting sustainability and community involvement.
- Evaluate program impact and sustainability, ensuring alignment with overall organizational objectives.
- Human Resources Management:
- Manage the Supervision of the HR Manager. Provide leadership in HR practices, including recruitment, training, performance management, and employee relations.
- Cultivate a positive workplace culture that values diversity, equity, and inclusion.
- Financial Oversight:
- Manage the budget process for all operational areas, ensuring financial sustainability.
- Monitor financial performance and work closely with the finance team to ensure compliance with funding requirements.
- Facilities Management:
- Manage the Supervision of Facilities Management. Oversee repairs and maintenance of facilities, ensuring a safe and functional environment for staff and community members.
- Oversight of vendor relationships for service delivery and compliance.
- Reporting and Evaluation:
- Prepare reports for the CEO, board of directors, and funders regarding program performance, financial status, and strategic initiatives.
- Monitor and evaluate program effectiveness and community impact, making recommendations for improvements where necessary.
Education
Experience Required
- Bachelor’s degree in business administration, social services, or a related field; Master’s preferred.
- Proven experience in a leadership role, preferably within community services, childcare, or social enterprises.
- Strong understanding of local, provincial, and federal funding models and compliance requirements, including CWELCC and Employment Ontario.
- Excellent financial management skills, with experience in budgeting and financial reporting.
- Demonstrated success in program development and evaluation.
- Strong interpersonal and communication skills, with the ability to foster relationships with diverse stakeholders.
